India, another major importer, raised import duties on gold and silver to 15% and toughened licensing requirements. These moves restrict the free flow of metal, locking supply in Asia while leaving Western futures markets exposed to a paper-physical disconnect. Even as spot prices decline, the underlying scarcity remains acute.
